Common causes are a temperature set too high, an over-packed cabinet blocking internal airflow, or a door opened very frequently.
It is usually a quality problem rather than a safety one. But there is a version that is not, and it is worth knowing the difference, which is set out below.
Four: frost in the ice bin, with the cubes fused into a solid mass. Ice that partially melts and refreezes welds itself together, and that happens when the bin is warmed — by frequent door openings on a door-mounted bin, by warm air leaking into the bin housing, or simply by ice sitting unused for a long time.
It matters practically because a fused block holds the level detector in the full position, so the machine stops producing ice and looks broken. Emptying the bin completely, including anything welded to the sides, is free and resolves a genuine share of no-ice calls.
And a fifth, smaller one worth naming because it is the cheapest fault in this category: a plug of ice at the fill tube where water enters the ice maker. Frost Burn or Something Worse: How to Tell
Because this is the one place where reading frost has consequences beyond the repair bill, it is worth being precise.
Ordinary freezer burn looks like fine white crystals on the surface of food and on the inside of packaging, with the items still individually loose and still solidly frozen. Texture and flavour suffer. Safety does not. It comes from moisture migrating out of food over time and is made worse by loose wrapping and by a cabinet running warmer than it should.
An actual thaw and refreeze looks different, and once you know the signs they are unmistakable. Loose items that have set into a single solid block. A pool of refrozen liquid in the base of a drawer or the bottom of the cabinet. Bags that have collapsed, slumped and then hardened into new shapes.
Ice cream with a hard crust or a shrunken, re-set surface. Any of those means the contents went above freezing at some point and then froze again.
Food that thawed at an unknown time and refroze should be discarded, regardless of how cold the freezer reads now. Refreezing does not undo it, and the display today tells you nothing about last week. This matters more in a city where 28.3 percent of residents are 65 or over.
And then find out what interrupted the machine, because something did: a power event, a failed defrost cycle, a door held ajar by a shifting item, or a seal that has stopped sealing. Water in the base of a freezer is nearly always a blocked defrost drain: the machine melts frost off its coil on a schedule and that meltwater is supposed to run out through a small drain to a tray underneath, so when the drain blocks it backs up into the cabinet.

An ice maker has three jobs, and each can fail alone. It has to get water — a valve, a tube, sometimes a filter. It has to freeze that water in a tray, which needs the freezer to be genuinely cold and a sensor to know when the batch is done.
And it has to get the ice out and stop when the bin is full, which needs a motor, an ejector and a level detector.
So the useful diagnostic question is which of those three stages is not happening, and you can usually answer it by opening the freezer and looking at the tray. Six Checks the Technician Runs First

- Trip the breaker for five full minutes, then wait a full day. Controls holding a bad state after a grid disturbance behave exactly like failed ones, and the first cycle after any stop is slow — so twenty-four hours is the honest test rather than two.
